The National Weather Service has downgraded Francine to a tropical storm. At 4:00 a.m., Tropical Storm Francine was located 60 miles north of New Orleans, Louisiana with maximum sustained winds of 45 mph and moving towards the northeast near 12 mph. The center of Francine is expected to move over the central and northern portions of Mississippi through early Friday, be downgraded to a Tropical Depression this morning, and degenerate to a post-tropical cyclone later today.
