Title<\/h2>\n<p>This organization shall be entitled \u201cThe Faculty Senate of Delta State University.\u201d[\/vc_column_text][divider line_type=&#8221;No Line&#8221;][vc_column_text]\n<h2>Article II. Purpose<\/h2>\n<p>The Faculty Senate shall be empowered to make recommendations to the President and Academic Council on policies affecting the University and to advise on such matters as the\u00a0President shall lay before it.<\/p>\n<p>It shall also keep the General Faculty fully informed of its recommendations.\u00a0The Chair of the Faculty Senate, or a representative, shall represent the Faculty as a voting member of the Academic Council.<\/p>\n<p>The Chair and other members of the Senate as directed by the Senate shall be among the\u00a0representatives of the Faculty at meetings of any administrative council or other such body\u00a0established, or to be established, by the President to act as advisor in administering the affairs of\u00a0the University.[\/vc_column_text][divider line_type=&#8221;No Line&#8221;][vc_column_text]\n<h2>Article III: Organization<\/h2>\n<h3>Section 1<\/h3>\n<p>The Faculty Senate membership shall be limited to faculty who qualify as Eligible Faculty.\u00a0Eligible Faculty as used in this constitution shall mean full-time employees of Delta State\u00a0University (Cleveland, MS campus) who hold the faculty rank, except for deans, assistant deans,\u00a0associate deans, and cabinet level positions.<\/p>\n<h3>Section 2<\/h3>\n<p>Those eligible to vote include those eligible to serve and part-time faculty teaching nine (9) hours\u00a0or more per semester.<\/p>\n<h3>Section 3<\/h3>\n<p>The membership quota of the Faculty Senate shall consist of representation from each\u00a0division\/department\/ unit in which there are Eligible Faculty. The following scale will be\u00a0used to determine representation:<\/p>\n<p>Eligible Faculty\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Number of Senators<\/p>\n<p>1-14\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a01<\/p>\n<p>15-24\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a02<\/p>\n<p>25-34\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 3<\/p>\n<h3>Section 4<\/h3>\n<p>A term of office for senators shall be two years. At any given election, a senator who has\u00a0served in the two previous consecutive terms or portions thereof shall be ineligible. The immediate\u00a0past chair will serve as an ex officio voting member of the Faculty Senate during the following\u00a0legislative year (May through April), independent of the number of previous consecutive terms served.\u00a0In the first election under this constitution, one half of the senators will be elected for a one year\u00a0term. The senators to be elected for a one year term will be determined by lot. Within a unit that\u00a0will have more than one senator, one senator will serve a one year term.<\/p>\n<h3>Section 5<\/h3>\n<p>Election of Faculty Senators shall be by the approval voting method. Ballots containing the names\u00a0of the candidates shall be distributed in each unit not later than the 15th day of March. Faculty\u00a0shall be notified of the election results not later than the 31st day of March.<\/p>\n<h3>Section 6<\/h3>\n<p>If a vacancy occurs in the Faculty Senate, the term of that senator shall be filled by a candidate\u00a0from the same voting unit who will be chosen by special election. The new senator shall be assigned\u00a0to the same Faculty Senate committees as the senator who is being replaced.<\/p>\n<h3>Section 7<\/h3>\n<p>A Committee of Elections shall be responsible for allocating Faculty Senate representation and\u00a0for conducting elections. The committee shall consist of one Faculty Senator from each of the\u00a0following: The School of Arts and Sciences, The School of Business, The School of Education,\u00a0The School of Nursing and the Library. Members of the committee will be elected by the senators\u00a0representing their respective schools or the Library. Members of this committee shall be responsible\u00a0for supplying the Committee of Elections with a list of the Eligible Faculty in each unit of their\u00a0respective schools or the Library. This committee shall elect its chair.<\/p>\n<h3>Section 8<\/h3>\n<p>An organizational meeting of the new Faculty Senate shall be called by the Chair of the previous\u00a0year to meet not later than the first week of May at which meeting the Faculty Senate shall elect a\u00a0Chair, Vice Chair, and a Secretary. The immediate past chair shall not be eligible for election as\u00a0an officer during the year following incumbency. The officers of the Faculty Senate shall be the Chair,\u00a0the Vice Chair, the Secretary, and the immediate past Chair. These officers along wish the elected\u00a0Chairs of the standing committees shall serve as the Executive Committee of the Faculty Senate.\u00a0Faculty Senate committee membership shall be determined by the aforementioned four senate\u00a0officers, but continuing Faculty Senate members shall retain their previous committee membership\u00a0if they so desire. Each Faculty Senate standing committee shall elect its own chair.<\/p>\n<h3>Section 9<\/h3>\n<p>The Faculty Senate shall be considered a continuing body, and the Faculty Senate shall have the\u00a0authority to create standing committees to make continuing studies of significant issues.<\/p>\n<h3>Section 10<\/h3>\n<p>The regular meeting of the Faculty Senate shall be on the second Thursday of each month,\u00a0provided classes are in session on that day. An extraordinary meeting of the Faculty Senate shall\u00a0be called by the Chair under either of the following conditions:<\/p>\n<ol>\n<li>Upon majority vote of the officers of the Faculty Senate;<\/li>\n<li>Upon written petition to the Chair by five members of the Faculty Senate.<\/li>\n<\/ol>\n<p>When an extraordinary meeting is indicated by either of the methods above, the Chair must issue\u00a0within twenty-four hours, a notice of the meeting including the time and place; the meeting must\u00a0be held within twenty-four and seventy-two hours (Sundays excepted) from the time at which the\u00a0notice is issued; extraordinary meetings shall not be called during scheduled University vacation\u00a0periods; the purpose of the meeting must be stated in the notice issued by the Chair.<\/p>\n<h3>Section 11<\/h3>\n<p>The Faculty Senate shall abide by Robert\u2019s Rules of Order in conducting its business.<\/p>\n<h3>Section 12<\/h3>\n<p>A quorum shall be defined as a majority of the total membership.<\/p>\n<h3>Section 13. Agenda<\/h3>\n<p>The Chair of the Faculty Senate with the concurrence of the Executive Committee shall prepare a\u00a0notice of the specific items of subjects to be placed on the agenda of each month.<\/p>\n<p>This notice shall be distributed seven to ten days in advance of a notified meeting.<\/p>\n<p>Resolutions concerning items not included in the agenda may be presented and seconded, but\u00a0shall be placed on the agenda of the next meeting and not voted upon until that time.<\/p>\n<p>This rule may be suspended by a three-fourths vote of the members present.[\/vc_column_text][divider line_type=&#8221;No Line&#8221;][vc_column_text]\n<h2>Article IV. Amendments<\/h2>\n<p>This Constitution may be amended by a two-thirds vote of the Eligible Faculty.<\/p>\n<p>Amendments may be submitted by vote of the Faculty Senate or by petition of any ten Eligible\u00a0Faculty. Any amendments must be circulated to the faculty at least seven to ten days in advance of the vote.[\/vc_column_text][divider line_type=&#8221;No Line&#8221;][vc_column_text]\n<h2>Article V. Ratification<\/h2>\n<p>This Constitution shall become effective by majority vote of the Faculty Senate and by majority\u00a0vote of the Eligible Faculty.<\/p>\n<p>Approved by Faculty Senate \u2013 January 17, 1991<br \/>\nApproved by Eligible Faculty \u2013 February 14, 1991[\/vc_column_text][divider line_type=&#8221;No Line&#8221;][vc_column_text]\n<h2>Amendment One<\/h2>\n<h3>Article III. Organization<\/h3>\n<h4>Section 1<\/h4>\n<p>The Faculty Senate membership shall be limited to faculty who qualify as Eligible Faculty. Eligible\u00a0Faculty as used in this Constitution shall mean full-time employees of Delta State University\u00a0(Cleveland, MS campus) who hold the faculty rank, except for deans, assistant deans, associate deans, cabinet level positions, and members of the Administrative Staff Council.<\/p>\n<p>Approved August 29, 1991[\/vc_column_text][divider line_type=&#8221;No Line&#8221;][vc_column_text]\n<h2>Amendment Two<\/h2>\n<h3>Article III: Organization<\/h3>\n<h4>Section 6<\/h4>\n<p>If a vacancy occurs in the Faculty Senate, the term of that senator shall be filled by the\u00a0proxy from the voting unit. If the proxy cannot serve as senator, the term will be filled by special\u00a0election. The new senator shall be assigned to the same Faculty Senate Committees as the\u00a0senator who is being replaced. If the position of a proxy becomes vacant, the term will be filled by\u00a0special election.<\/p>\n<p>Approved by faculty on November 10, 1994 by a vote of 171-8-1[\/vc_column_text][divider line_type=&#8221;No Line&#8221;][vc_column_text]\n<h2>Amendment Three<\/h2>\n<h3>Article II. Purpose<\/h3>\n<p>The Faculty Senate shall be empowered to make recommendations to the President of DSU and\u00a0the Academic Council on policies affecting the University and to advise on such matters as the\u00a0President shall lay before it. It shall also keep the General Faculty fully informed of its recommendations.\u00a0The President of the Faculty Senate, or a representative, shall represent the Faculty as a voting\u00a0member of the DSU President\u2019s Cabinet. The President of the Faculty Senate, or a representative,\u00a0shall represent the Faculty as a voting member of the Academic Council. The President and other\u00a0members of the Senate as directed by the Senate shall be among the representatives of the Faculty\u00a0at meetings of any administrative council or other such body established, or to be established, by the\u00a0President of DSU to act as advisor in administering the affairs of the University.<\/p>\n<p>Approved by faculty on March 27, 2007 by a vote of 152-5[\/vc_column_text][divider line_type=&#8221;No Line&#8221;][vc_column_text]\n<h2>Amendment Four<\/h2>\n<h3>Article III: Organization<\/h3>\n<h4>Section 3<\/h4>\n<p>The membership quota of the Faculty Senate shall consist of representation from each\u00a0division\/department\/ unit in which there are Eligible Faculty. This committee shall conduct the elections of faculty to the Faculty Merit Pay\u00a0Appeals Committee as specified in the university\u2019s Faculty Merit Pay Plan.<\/p>\n<p>Approved by faculty on March 27, 2007 by a vote of 153-4[\/vc_column_text][divider line_type=&#8221;No Line&#8221;][vc_column_text]\n<h2>Amendment Eight<\/h2>\n<h3>Article III: Organization<\/h3>\n<h4>Section 8<\/h4>\n<p>At the regular meeting in March of the Faculty Senate the President of the Senate will announce\u00a0the nominees for President-Elect and Secretary. A special supplementary meeting of the senators\u00a0who will be serving in the following legislative year will be held immediately following the regular\u00a0meeting of the Senate in April, in which the senators will elect the officers for the coming\u00a0year as outlined in this document. The Immediate Past President shall not be eligible for election\u00a0as an officer during the year following incumbency. The officers of the Faculty Senate shall be\u00a0the President, the President-Elect, the Secretary, and the Immediate Past President.\u00a0These officers along with the elected Chairs of the standing committees shall serve as the\u00a0Executive Committee of the Faculty Senate. Faculty Senate committee membership shall be\u00a0determined by the aforementioned four senate officers, but continuing Faculty Senate members\u00a0shall retain their previous committee membership if they so desire.
