The Board of Trustees, State Institutions of Higher Learning of Mississippi, approved the establishment of the following traffic rules and regulations for the control, direction, parking, and general regulations of traffic of all motor vehicles on the campus of Delta State University.

These regulations are an official part of GENERAL UNIVERSITY ADMINISTRATIVE REGULATIONS. All students and employees (faculty, staff and other employees) by their enrollment or acceptance of employment, are subject to said administration regulations.


Students and employees who park their motor vehicles on the campus must register their vehicles with the Delta State Police Department and purchase a parking decal. The University will not be responsible for providing parking spaces for registered vehicles, nor can the University be held responsible for any damages to vehicles or occupants while vehicles are on campus.
Register a Vehicle
Online motor vehicle registration is fast and easy. Vehicles must be registered before a decal may be obtained. Please provide accurate vehicle and personal information. Falsified information will be subject to a fine and referred to the appropriate judicial body. The following information is needed for vehicle registration:1) Delta State “900” # ID (not your SSN)

2) Address and email address

3) License plate number of vehicle being registered

4) Make, model, color and year of vehicle being registered

To complete vehicle registration, submit the information, print the confirmation page, and take it to the UPD (located in Union 202A).

Get A Decal greendecal
  • Register your vehicle at parking.deltastate.edu
  • Obtain the decal number on the last page of registration
  • Visit the UPD to pick up the decal

Methods of Payment
  • Okra Green Anywhere Kard
    • Add money to the card securely through the 24 Hour Online Office.
    • Use a Cash Value Center (CVC) located in the Union lobby and library to add money to the Okra Kard.
  • Student Account
    • 24 hours after registering a vehicle, a decal that has not paid for will be charged to the student account.
    • To pay off a student account:
      • access View Account in myDSU to o pay online with E-Check or Credit Card (2.75% convenience fee on credit card only).
  • Visit Student Business Services (Kent Wyatt Hall) to pay with Cash or Check.

Delta State’s vehicle registration policy outlines processes, fees, guidelines, and rules for properly registering a motor vehicle.

Those registering a vehicle should READ THE POLICY.


Zones & Restrictions

Motor vehicles are parked only in the areas designated as parking areas, in such a manner, at such a place, and for such time as may be indicated on appropriate signs or markers. Zoned areas are provided by number and color of decals as follows:

Zone 1 Blue Faculty and Staff
Zone 2 Red Men’s Residence Halls
Zone 3 Green Women’s Residence Halls
Zone 4 Yellow Commuting Students
Zone 5 Purple Family Housing
Zone 6 Orange Areas Open to All Decals

These zones are already marked and should be used only as indicated above. Zone violators will be ticketed. Only one decal may be visible on vehicles.

Parking in the following zones is restricted to the respective decals during the following times.

Zone 1 from 7 a.m. to 5 p.m. (M-F)
Zone 2 at all times
Zone 3 at all times
Zone 4 from 7 a.m. to 1 p.m. (M-F)
Zone 5 at all times
Zone 6 open to all decals

    • Do not park in the wrong zone.
    • Do not park in any area with a yellow curb
    • Do not block a drive or walkway, or impede the flow of pedestrian traffic
    • Do not park out of marked lanes
    • Do not park on the grass.
    • Do no double park.
    • Do not park facing opposite traffic.
    • Do not park any vehicle, boat trailer, 3-wheeler, 4-wheeler or any other vehicle of this nature in any parking space or around apartments for an extended amount of time. Parking of this nature must have permission of the Delta State Police Chief. Any vehicle, trailer, or other device violating this section shall be towed away at owner’s expense.
    • Do not park in a space marked “Reserved,” “Visitor,” “For Handicapped,” or “Bailey Child Care.” These spaces are not to be used for dropping of or picking up passengers during any type of weather.
    • Do not park in the post office driveway.
    • Do not back into a parking space or pull through a parking slot.



* Drivers of all DSU-owned vehicles should comply with all traffic and parking regulations. No faculty, staff, or student can advise a person to park illegally. No unauthorized motor vehicle or bicycle may park in a posted handicapped parking place or block or obstruct access to such a parking place.
