Mississippi Delta Leaders Empowering Youth (MDLEY)

The Mississippi Delta Leaders Empowering Youth (MDLEY) Program was established and funded in September 2006. The $750,000 grant funded program is made possible through the Communities Empowering Youth (CEY) Program, an initiative through the Compassion Capital Fund (CCF) of the Mississippi Department of Health and Human Services. Only 100 organizations throughout the United States were awarded CEY program funds, and the MDLEY program, run through the Delta State University Center for Community and Economic Development (CCED) is the only CEY funded program in the state of Mississippi.

Collaborating Partners:
  • Center for Community and Economic Development – serves as lead organization; all fiscal and organizational matters run through the CCED; it is also the main point of contact for the program
  • Institute for Community Based Research – serves to assess the communities and faith based or community organizations (FBCOs) with which we partner, as well as assessing the success of the program
  • Mississippi Center for Nonprofits – collaborating partner responsible for all training and technical assistance

Program is governed by:
  • Project Director, Deborah Moore, Director of the Center
  • Project Coordinator, Meg Jones
  • Advisory Board of 12 members

Mission Statement:
“To build the capacity of faith-based and community organizations [through training, technical assistance, and sub-grant award] so they can better meet the needs of the Mississippi Delta’s disadvantaged youth ages 12 to 21.”

The MDLEY Program serves to improve the knowledge and skill levels of the 16 member FBCO Cohort offering training opportunities in (A) four critical capacity building areas of leadership development, organizational development, program development and community engagement, and (B) three critical social areas including gang activity, youth violence and child abuse and neglect. Each cohort member also receives individualized on-site technical assistance by a professional consultant. Sub-grants are awarded to each FBCO based on need with a maximum of $10,000 over a 3 year period.
